Not really. If the government wanted to reduce the cost of health care the government would open health care providers to national coverage and stop the state by state boundaries. 

Competition is what lowers the cost of anything.

Nothing the government pays for ever gets cheaper. Government should stay out of health care insurance just like the government has nothing to do with renters insurance, homeowners insurance, auto insurance...</description>
